Job Summary

Vishal Builders is seeking an experienced and result-oriented Senior Billing Engineer with extensive experience in Government Building Construction Projects. The candidate will be responsible for handling complete billing and commercial activities, including Client Billing, RA Bills, Final Bills, Quantity Verification, Contract Management, Rate Analysis, Claims, Correspondence, and Coordination with Clients, Consultants, and Government Authorities.

The ideal candidate should possess strong knowledge of CPWD Specifications, DSR, SOR, DPR, IS Codes, BOQ Management, and Government Contract Procedures, with the ability to independently manage project commercial functions from execution to project closure.

Key ResponsibilitiesBilling & Commercial Management

• Preparation and submission of Client Bills, RA Bills, Final Bills, and Subcontractor Bills.
• Verification of quantities from drawings, site measurements, and executed work.
• Preparation of quantity reconciliation statements and consumption reports.
• Monitoring bill certification and payment follow-up with clients and consultants.
• Preparation of variation statements, extra item claims, deviation statements, and escalation claims.

Quantity Surveying & Estimation

• Quantity take-off from approved drawings and BOQs.
• Preparation and verification of estimates based on DSR, SOR, and approved project rates.
• Evaluation of extra items, substituted items, and non-BOQ works.
• Cost analysis and budget monitoring throughout project execution.

DPR, DSR & SOR Management

• Review and analysis of DPR (Detailed Project Reports), tender documents, BOQs, and approved estimates.
• Verification of project quantities and billing as per DPR provisions.
• Preparation of rate analysis as per DSR, SOR, CPWD specifications, and contract conditions.
• Monitoring quantity and cost deviations against DPR and sanctioned estimates.

Contract Administration

• Interpretation of contract agreements, work orders, tender conditions, and contractual clauses.
• Preparation and submission of contractual claims and supporting documentation.
• Handling EOT (Extension of Time), escalation claims, variation orders, and commercial correspondence.
• Monitoring contractual obligations and billing milestones.

Client Handling & Correspondence

• Coordination with Clients, Consultants, Architects, PMCs, and Government Authorities.
• Handling commercial discussions, billing approvals, and payment certifications.
• Drafting professional correspondence related to billing, claims, recoveries, approvals, and contractual matters.
• Maintaining records of all technical and commercial communications.

Technical Compliance

• Ensure compliance with CPWD Specifications, IS Codes, Contract Conditions, and Government Standards.
• Verification of executed work as per approved drawings and quality requirements.
• Preparation and review of measurement sheets and supporting documents.

Reporting & Coordination

• Coordinate with Site Engineers, Planning Engineers, QA/QC Team, Procurement, and Accounts Department.
• Preparation of billing forecasts, cash flow projections, and MIS reports.
• Support internal and external audits by maintaining complete billing documentation.
• Monitor project progress from a commercial perspective and identify revenue opportunities.

Taxation & Documentation

• Ensure compliance with GST, TDS, and statutory billing requirements.
• Verification of tax deductions and invoice documentation.
• Maintain complete records of billing, claims, correspondence, and project commercial documents.

Required Skills

• Strong knowledge of CPWD Building Construction Projects.
• Expertise in CPWD Specifications, DSR, SOR, DPR, and IS Codes.
• Thorough understanding of Government Contract Procedures and Billing Standards.
• Proficiency in RA Billing, Final Billing, Quantity Surveying, and Contract Management.
• Experience in handling Extra Items, Deviations, Escalation Claims, and Variation Orders.
• Strong Client Handling and Technical Correspondence skills.
• Ability to read and interpret Civil Drawings, BOQs, Tender Documents, and DPRs.
• Excellent analytical, negotiation, documentation, and communication skills.

Educational Qualification
